It was brought over from the mainland, very likely from Sichuan where there are similar 紅燒 hongshao methods of cooking beef noodle soup. I've had similar soups when I was traveling in both Sichuan and Gansu (and really all over the mainland, including the ubiquitous Hui muslim noodle shops) so anecdotally I have no reason to doubt this.
